Banks cooperate for lower fines in Euribor probe: sources

BRUSSELS (Reuters) - Several banks under investigation for suspected rigging of euro interest rates are cooperating with EU antitrust regulators in the hope of lower fines, two people familiar with the matter said on Monday, putting them at a higher risk of lawsuits.

The move by the banks to voluntarily disclose more about their knowledge of possible manipulation of the Euro Interbank Offered Rate (Euribor), is effectively an admission of wrongdoing and illustrates growing nervousness that they, like Barclays, face a heavy penalty.

The European Commission is investigating possible manipulation of Euribor, the benchmark used when pricing bank lending in euros.

The EU watchdog has not disclosed the names of the banks being investigated which could face fines of up to 10 percent of their global revenues if found to have breached EU antitrust rules.

Earlier this month, sources told Reuters that Deutsche Bank, was already cooperating with the authorities. The lender had revenues last year of 33.2 billion euros.

"Several banks have come forward with information to the Commission," said one of the sources, who declined to be identified because of the sensitivity of the matter. This person declined to provide more details.

The second person said there could be at least two banks, besides Deutsche Bank, which have sought leniency under the European Commission's scheme to encourage whistleblowers.

The EU Commission spokesman for competition policy, Antoine Colombani, declined to comment.

Leniency applicants, who in effect are admitting wrongdoing, could find themselves targeted by disgruntled investors, fund managers and investment funds, said Morten Nissen, a partner at law firm Bird & Bird.

"One of the things to take into consideration when applying for leniency is the increased risks of damages actions down the road," he said.

"The facts will be described in the regulator's decision, that is where the risks are," Nissen said.

Barclays, Deutsche Bank, Citibank, Lloyds, HSBC, JP Morgan and RBS are some of the banks currently the subjects of lawsuits in the United States tied to Libor.

A total of 43 banks sit on the Euribor panel, which is hosted by the European Banking Federation. The rate is used as a reference for trillions of euros in euro-denominated loans and debt instruments.

Under the Commission's leniency policy, the whistleblower gets off scot-free. Fines can be reduced by 30 to 50 percent for the next company to provide evidence of wrongdoing, and by 20 to 30 percent for the following applicant. Subsequent applicants can get a reduction in any penalty of up to 20 percent.

To qualify, companies must provide what the regulator terms "significant added value" information.

The Commission is also investigating possible manipulation of the London Interbank Offered Rate (Libor) and the Tokyo Interbank Offered Rate (Tibor).

Manipulation of Libor, which is used to set prices for trillions of dollars of financial products around the globe, has already landed Barclays with $453 million in penalties from U.S. and British regulators, and cost chief executive Bob Diamond his job. The rate-fixing scandal threatens to drag in several other banks.

Regulators in the United States, Japan and Singapore are also investigating various interest rate benchmarks.

Thomson Reuters Corp is the British Bankers' Association's official agent for the daily calculation and publishing of Libor.

Abstract
This special feature calls for forward thinking around paths of convergence for agriculture, health, and wealth. Such convergence aims for a richer integration of smallholder farmers into national and global agricultural and food systems, health systems, value chains, and markets. The articles identify analytical innovation, where disciplines intersect, and cross-sectoral action where single, linear, and siloed approaches have traditionally dominated. The issues addressed are framed by three main themes: (i) lessons related to agricultural and food market growth since the 1960s; (ii) experiences related to the integration of smallholder agriculture into national and global business agendas; and (iii) insights into convergence-building institutional design and policy, including a review of complexity science methods that can inform such processes. In this introductory article, we first discuss the perspectives generated for more impactful policy and action when these three themes converge. We then push thematic boundaries to elaborate a roadmap for a broader, solution-oriented, and transdisciplinary approach to science, policies, and actions. As the global urban population crosses the 50% mark, both smallholder and nonsmallholder agriculture are keys in forging rural?urban links, where both farm and nonfarm activities contribute to sustainable nutrition security. The roadmaps would harness the power of business to reduce hunger and poverty for millions of families, contribute to a better alignment between human biology and modern lifestyles, and stem the spread of noncommunicable chronic diseases.

Retirement Investing Today: Is the London 2012 Olympics going to ...

The construction for the 2012 Olympic Games is now over.? The less than ?9 billion stumped up by UK taxpayers (?142 for every man, woman and child in the UK) has been spent into the economy and claimed as GDP.? Now it's time to reap the real rewards as the thousands and thousands of visitors from across the globe descend upon London, spend spend spend, put massive pressure on the transport system and generally crowd out the city.? Anyone who lives in the UK and particularly London will have heard the cries to stay away if possible.? If not possible then plan and book journeys well in advance.? With these warnings ringing in my ears it was with much fear and trepidation that I awoke this morning and realised I had to travel into central London.

This is my journey....

After a surprisingly easy Tube journey I alight at Tottenham Court Road and wonder if I am really in one of the countries busiest streets on a Sunday.? I never intended this to become a blog post and so apologise as I only had a cheap camera phone with me to record the day.

Mid way between Tottenham Court Road Underground and Oxford Circus on Oxford Street.? No London 2012 tourists or locals on the streets and nobody spending into the economy via HMV.

How about enjoying lunch at the Official "Restaurant" of the Olympic Games?? Very few enjoying a McDonald's lunch. This is Oxford Circus at lunchtime on a Sunday!? There's clearly an Olympics on as you can see one of the Official Automotive Partners vehicles all liveried up in centre shot.? Unfortunately what I don't see is a lot of shopping bags nor a lot of people spending into the economy. Maybe they're all at the flagship Apple Store in Regent Street buying iPads and iPhones.? Nope not here.? Note that everyone in the photo with a blue shirt is an employee. Maybe everyone is shopping at the Official Department Store Provider to London 2012 (whatever that means...).? Nope they're not here either. I'm now wondering what's going on?? Of course, nobody is in Central London as they're all in East London at the Olympic Park.? Time to investigate.? About to head east to Ground Zero. Need an Underground ticket to head to the Olympic Park?? Maybe everyone has already planned and booked journeys well in advance.?

Sitting room only on the Central Line heading east.

One of the main thoroughfares into the Olympics.? This is the northbound Blackwall Tunnel Approach Road which is one of the Olympic Routes.? I'm now less than 1 mile from the stadium and can see the transport chaos that the Olympic Lane (the lane on the right) is causing. ?"2012 Games Avoid Driving Central London".? Advice clearly being followed by all. The taxi drivers won't be spending the extra earnings from all the tourists into the economy.? An Olympic Taxi rank right near one of the smaller entrances.? No queue and taxis lined up to right of shot.? The smaller entrance.? Plenty of open space for all the people to queue before the entrance.? Just that there doesn't seem to be anybody to queue.? With no ticket I could go no further. Downtown Stratford.? Less than 200m from Westfield Stratford and the main Olympic Park entrance.? No people or traffic but a nice BMW Olympic advertisement. Finally found all the Olympic goers.? This is the shopping precinct (Westfield Stratford) that everyone is herded through if they want to enter the Olympic Park through the main entrance.? This is completely self created congestion in an attempt to upsell tat and coffee to the punters before they enter the park. Unfortunately doesn't seem to be working.? Not many bags or coffees in view adding to GDP. Don't worry if you're on the Corporate Entertainment band wagon.? Help is at hand. ?Time to leave.? Stratford bus station.? Plenty of Police but not many punters. On board the number 25 bus.? For a moment I actually thought I was on the wrong bus as this service is usually jammed to the rafters no matter what time of day.

So the GDP for the construction has already been claimed.? Similarly the GDP from ticket sales.? I just hope that those that are actually inside the Olympic Park are drinking plenty of ?4.20 bottles of beer otherwise the portion of GDP from London based services and consumption could be in trouble.? Deeper recession anyone.

Lawyers File Emergency Motion to Stop Mandate | Women of Grace

In an effort to prevent the Department of Health and Human Services? birth control mandate from going into effect on August 1, the Thomas More Law Center (TMLC) has filed an emergency motion asking a federal district judge to stop the rule that would force most employers to cover birth control in their employee health plan with no co-pay.

According to a press release from the TMLC, the motion was filed on Wednesday afternoon with Federal District Judge Robert Cleland of the Eastern District of Michigan on behalf of Legatus, a Catholic business organization founded in 1987 by Tom Monaghan, former owner of Domino?s Pizza, Legatus member Daniel Weingartz of Weingartz Supply Co.

?We have asked Judge Cleland to set a court hearing on our motion for the earliest possible time to prevent immediate injury to our clients? right of conscience. Without the court?s intervention, the HHS mandate effectively penalizes their free exercise of religion,? said Erin Mersino, the lead counsel in the lawsuit.

A lawsuit was filed on behalf of Legatus and Weingartz on May 6, 2012 with the intent to permanently block the implementation of the HHS Mandate which requires employers and individuals to obtain insurance coverage for abortions and contraception on the grounds that it imposes clear violations of conscience on Americans who morally object to abortion and contraception.

The lawsuit challenges the constitutionality of the HHS Mandate under the First Amendment rights to the Free Exercise of Religion and Free Speech and the Establishment Clause.?? It also claims that the HHS Mandate violates the Religious Freedom Restoration Act of 1993 and the Administrative Procedure Act.

Although the president gave a one-year extension to certain religious employers, businesses owned by Christians who oppose contraception ?have no safe harbor and no exemption within the law,? Mersino told Politico, which is why they filed the emergency motion ?to alert the court there is an imminent danger.?

The motion for a temporary restraining order focuses on violations of the Plaintiffs? rights guaranteed by the First Amendment and the Religious Freedom Restoration Act of 1993.

Richard Thompson, President and Chief Counsel of the Thomas More Law Center commented, ?The Obama administration deliberately declared war on the Catholic Church by promulgating the HHS Mandate. And contrary to what they want you to believe, this case is not about contraception.? It is about the religious freedom of Christians, in this case Catholics, to peaceably practice their faith free from government coercion. If the government succeeds in this case, the religious freedom of all Christians is in danger.?

Judge Cleland has scheduled a conference on the case for today and could schedule a hearing at that time.

Remember the experimental weight-loss drug rimonabant, touted as a potential ?miracle pill? that could help obese smokers kick the habit, lose weight and keep it off for two years? Marketed in Europe as Acomplia, the drug made it well into the U.S. Food and Drug Administration?s approval process before it was linked in 2008 to a doubling of depression risk in those taking it. The drug ended up withdrawn from the European market and pulled from FDA consideration, another failed medication on the ash heap of obesity treatments.

Or maybe not. A new study finds that a structural modification that prevents the active molecule from entering the brain might give a new lease on life to the the whole idea of promoting weight loss by manipulating the body?s cannibinoid-receptor system.

In a study published in the journal Cell Metabolism, scientists gave obese rats a chemical variant of the drug that gave rimonabant its ability to bring about weight loss. The resulting agent, called JD5037, ?robustly reduces food intake, body weight and adiposity? and was ?devoid of behavioral effects,? the researchers reported.

The Allendale Community For Mature Living Hosts Coping With Loss

To help older adults deal with one of the most difficult aspects of aging ? loss ? Rabbi Avrohom Marmorstein recently hosted an educational seminar entitled ?Coping with Loss and Grief? at The Allendale Community for Mature Living. A member of the Pastoral Care Department at Hackensack University Medical Center (HUMC), the Rabbi addressed the various forms of loss as well as steps for overcoming them.

Seniors experience losses of all types, according to Rabbi Marmorstein. These include the death of a spouse, family member or friend; cognitive deterioration of loved ones; decreased involvement in a neighborhood or civic organization; revocation of driving privileges; or even the closing of a favorite store.

?Independence and loss are intertwined for older adults. While their reaction to the loss of a loved one may be less extreme, because they accept the natural order of life, the loss of driving evokes a much stronger response,? he said. ?Coping strategies are not a ?one-size-fits-all? solution. The best approach, however, is to view change as an adventure in the next phase of living.?

The most important thing is to ?put one foot in front of the other and move forward,? according to the Rabbi. To attain this goal, he encourages seniors to self-nurture by nourishing their minds, bodies and souls. This can be achieved by trying something new; engaging in activities, including socialization; being creative, through writing, drawing or sculpting; identifying and cultivating new strengths and talents; or helping others through everyday acts of kindness.

Rabbi Marmorstein also recommends support groups and/or professional counseling or therapy, when appropriate.

?Living at a senior campus like The Allendale Community allows the elderly to pursue interests they may not have had time for in pre-retirement, due to work-related obligations or the responsibilities of raising a family,? he added. ?The different phases of retirement are an ideal opportunity to celebrate new pursuits.?

In his role as chaplain with the HUMC Pastoral Care Department, Rabbi Marmorstein provides patients, families and staff of all faiths with spiritual and religious comfort and support. He also serves as the Rabbi of a congregation on the Upper West Side in Manhattan.

The ?Coping with Loss and Grief? seminar is part of an on-going free educational series offered by The Allendale Community in partnership with HUMC?s Senior Platinum Plus Program, the acute-care hospital?s comprehensive wellness concierge service.

Police release photo of Ripken kidnapping suspect

A photo of the man suspected of abducting the mom of baseball hall of famer Cal Ripken Jr. was released today by Maryland cops.

The photo shows a man walking into what appears to be a store wearing a white button-down shirt and an orange and black baseball cap. Police describe the suspect as a white male, approximately 5-foot-10 with short brown hair and glasses.

Vi Ripken, 74, was abducted sometime between 7 a.m. and 8 a.m. Tuesday by a man who used a handgun to force her into her 1998 Lincoln Town Car, according to the Aberdeen Police Department.

She was found unharmed in her car on Wednesday near her home, but was "restrained and confined," according to the Baltimore FBI.

The kidnapper is still on the loose and police believe he is armed "and should be considered to be dangerous."

Earlier today, Baltimore FBI spokesman Rich Wolf told ABCNews.com that investigators were searching for a surveillance camera that may have caught the suspect. He said authorities are looking into surveillance footage and money machines as possible sources of an image of the suspect.

Authorities are also trying to determine whether Ripken's abduction was related to her famous family.

"That's exactly what they're trying to do, find out whether this guy knew who she was before he took her," Wolf said. "We think that will be a key to the case."

Aberdeen police said they "know of no ransom" and Wolf could not say if Ripken's bank account had been accessed while she was being held by the suspect.

Gus Kowalewski, Ripken's next-door-neighbor, told the Associated Press that he spoke to Ripken on Wednesday and she said that the man tied her up, blindfolded her and did not seem to know that she was part of a famous family.

"He said he just wanted money and her car," Kowalewski told the AP.

Kowalewski said Ripken also told him that the man originally planned to put tape over her eyes, but used some sort of mask or blindfold after Ripken told him she was claustrophobic.

"He lit cigarettes for her, they stopped for food," Kowalewski said. "He said, 'I'm not going to hurt you. I'm going to take you back,' and that's what he did."

After the kidnapper left Ripken in her car, she reportedly honked her car horn until a neighbor found her, Kowalewski told the AP.

Kowalewski did not respond to requests for comment from ABCNews.com.

The Ripken family released the following statement, according to ABC News' Baltimore affiliate WMAR:

"As you now know, our mother was abducted at gunpoint from her home yesterday morning. This has been a very trying time for our family, but we are grateful and relieved that mom is back with us, safe and healthy. We want to thank everyone for their tremendous support, especially all of the law enforcement agencies that worked so hard and quickly. This is an ongoing investigation, so we hope everyone understands that we cannot comment further at this time."

Cal Ripken Jr. is a baseball icon who played shortstop and third base for the Baltimore Orioles for 21 years. He is perhaps best known for playing 2,632 consecutive games during his career, breaking Lou Gehrig's record. Ripken's brother Billy Ripken also played for the Orioles, and their father, Cal Ripken Sr., managed them both for a time.

Police are searching for a white, male suspect in his late 30s or early 40s who was last seen wearing a light-colored shirt, camouflage pants and eyeglasses.

Police are asking that anyone with information contact the Aberdeen Police Department at 410-836-5432.
