How Hurricane Sandy became a snowstorm

Sandy just won't quit. The hurricane-turned-post-tropical-cyclone blew through the Caribbean last week, killing at least 69 people, most of them in Haiti and Cuba. Sandy then churned up the U.S. East Coast, making landfall Monday night in New Jersey and bringing massive floods to Atlantic City, Manhattan and other coastal areas.

And now Sandy is a snowstorm.

Thanks to a collision with cold air flowing from the Arctic, the post-tropical storm (so called because it has moved out of tropical latitudes), has so far dumped 26 inches (66 centimeters) of snow on Redhouse, Md., 24 inches (61 cm) in Alpine Lake, W.Va., and 18 inches (46 cm) in Newfound Gap, Tenn., according to The Weather Channel's Mike Bettes.

The National Weather Service (NWS) has issued blizzard warnings for high-elevation areas of the central Appalachians, and a swath of lower elevation areas from western Maryland southwest into eastern Tennessee and western North Carolina are under winter storm warnings and advisories. Sandy's remnants could drop up to 3 feet (0.9 meters) of snow in parts of West Virginia and up to 2 feet (0.6 m) in southwestern Virginia and eastern Kentucky before moving into Canada on Wednesday, according to the NWS. The transformation of Sandy from rainstorm to snowstorm is a consequence of a blast of Arctic air that has fed the storm even as it has moved out of tropical waters. Normally, a tropical storm like Sandy would weaken as it moves northward into cooler waters. But a dip in the polar jet stream has fueled the storm, prompting some to call it a "nor'eastercane," a combination of hurricane and nor'easter. Nor'easters are storms driven by frigid polar air. (The moniker "Frankenstorm" also stems from this weather mash-up.)

This polar air on Sandy's western side is turning rain to snow ? a situation that's not entirely unprecedented.

According to the Washington Post's Capital Weather Gang, a "snowicane" hit upstate New York and New England in 1804, and 1962's Hurricane Ginny dumped snow in Maine. In 2005, the Category 5 storm Wilma fed into a nor'easter that dropped up to 20 inches (50 cm) of snow in West Virginia and New England.

Benefit corporation status requires that the corporation seek to create a material positive impact on society and the environment as assessed and publicly reported against a credible and comprehensive third party standard. Current corporate law does not address these issues of corporate purpose or transparency, but increasingly, entrepreneurs and investors care about these issues, as does, and perhaps because so does, a skeptical public that wants to support a better way to do business.?

Prominent (and profitable) corporations are taking the leap into the new business structure, including well known consumer products brands such as Seventh Generation, Method, and Dansko, as well as some companies in our own industry, including Icestone, US Tile, Southern Energy Management, and Sun Light & Power.

Incoming Dutch government ditches 'weed pass' plan

AMSTERDAM (AP) ? The incoming Dutch government has ditched plans for a national "weed pass" that would have been available only to residents and that would have effectively banned tourists from Amsterdam's marijuana cafes.

However, under a provisional governing pact unveiled this week, cities can bar foreigners from weed shops if they choose.

The pact says that it wants only Dutch residents to have access to marijuana cafes, but leaves enforcement up to cities. Amsterdam opposes a ban, which would hurt tourism.

Some cafe owners said Tuesday that they are satisfied Dutch weed policy will remain unchanged, while others criticized the lack of clarity.

Marijuana trafficking is technically illegal in the Netherlands, but people can't be prosecuted for possession of small amounts and the drug is sold openly in designated "coffee shops."

NEW YORK, Oct. 29, 2012 (Reuters) ? Retailers preparing for the worst of Hurricane Sandy as it hit the East Coast on Monday looked back to only a year ago to Hurricane Irene for a blueprint.

From when to get product into the region before a storm hits, to keeping track of workers when the hurricane comes, Irene provided important lessons, retailers said.

"Irene was something unprecedented last year. We learned a number of things from that," Terry Johnson, Lowe's senior vice president of store operations, told Reuters.

Irene which ranked as the fifth-costliest hurricane in U.S. history, slammed much of the U.S. East Coast last year. The lessons from that destructive hurricane have helped many chains prepare better this year.

For instance, Lowe's started deploying products like generators, tarps, batteries and electric cables to distribution centers early last week to avoid facing delays due to potential road closures. The company, the second-largest U.S. home improvement chain, started stocking up on products even before it could get a good read of the exact path of Hurricane Sandy.

"We are thinking a little bit bigger (this time)," Johnson told Reuters by phone.

Products that retailers moved closer to where the hurricane will hit also include bottled water, flashlights and dry food.

For Target Corp , the lesson from Irene was to have the products in the region five to six days in advance.

"What we've learned in responding to these in the past is finding the sweet spot in reloading the area with product," Target spokeswoman Amy Reilly said of having supplies in a region for shoppers to stock up on during a hurricane.

Hurricane Irene hit the region on the final weekend of August 2011, causing flooding and power outages during the back-to-school shopping season, one of the busiest shopping seasons of the year.

If there is good news for retailers, Hurricane Sandy is hitting in what is typically a slow time, between back-to-school and the all-important holiday shopping season.

"The timing is far enough away from any major holiday, so it's unlikely to have a meaningful impact on the overall holiday sales unless there is a catastrophe of Hurricane Katrina proportions," said Joel Bines, managing director of AlixPartners' retail practice, referring to the storm that devastated New Orleans in 2005.

Still, Target, Sears , Starbucks , Walmart , Home Depot and other closed hundreds of stores Monday as the hurricane hit.

"Every day lost for a lot of these retailers, if they're nice-to-have items, they're just sales you're just not going to get back," said Evan Gold, a senior vice president at Planalytics, which advises retailers on business weather intelligence.

Gold estimated that most major U.S. chains have at least 10 percent of their stores in Sandy's path.

Spending on generators and storm clean up is also likely to cut into budgets people have for holiday items, he said.

LOGISTICS MATTER

Irene, and other hurricanes, also taught retailers how logistics related to their employees and stores.

Sears spokesman Chris Brathwaite said that from Hurricane Irene and, more recently, Hurricane Isaac, the retailer is better able to track its workers and determine if they have been affected by the storm and need support.

The retailer also has a better communication system in place for notification if a store is going to close.

Other retailers learned which stores could serve many customers.

"We looked very closely at store sales trends from Irene and which stores would be most essential for us to keep open to serve communities with multiple locations," said Eric Harkreader, a spokesman for drugstore chain operator Rite Aid .

"Also like Irene, we have generators positioned strategically around the storm's path in the hopes we'll be able to move in quickly and get the most essential stores back up and running quickly should they lose power," he said.

Of course, if the Internet - or the mobile device - keeps working, a big storm could benefit some retailers.

"Online ordering may be up. It is a good day to order holiday gifts if the kids aren't driving you crazy," said Al Sambar, retail strategist at consulting firm, Kurt Salmon.

As Acting Chair of Nominet?s Policy Stakeholder Committee, I should like to draw attention to a three month consultation (www.nominet.org.uk/go/directuk) by Nominet, the not-for-profit organisation responsible for running the .uk infrastructure, on the introduction of a new domain name service. They are seeking input from a wide range of stakeholders on proposals which, if approved, could mean a significant change for the UK internet. In particular, the security features that the proposal aims to introduce would require that changes be made to the policies that govern the management of the .uk registry. The new domain name service could also impact on trademark holders whose online operations have been registered under existing ones, such as .co.uk.

Over 300 responses were received in the opening two weeks of the consultation and Nominet is keen for further feedback to ensure any final proposition meets the needs of businesses, enhances trust in the .uk namespace, and contributes positively to Britain?s fast-growing internet economy.

The proposed service would combine internet security features aimed at reducing the risk of fraud and cybercrime with a shorter domain name, for example, yourbusiness.uk rather than yourbusiness.co.uk. It would be made available alongside the existing .uk domain name portfolio (including .co.uk) which already has more than 10 million domains registered.

The consultation asks for feedback on security features such as monitoring of domains to detect those infected with malicious software, a requirement for UK contact details in order to register a domain name, and inclusion of a mandatory digital signature, known as DNSSEC, which can help to prevent the hijacking of a domain name.

Nominet has stated its commitment to ensuring that, if a new service is introduced, new domain names will be made available in an orderly, well managed way. They propose to do this in stages with applications from holders of registered trademarks considered in the first phase, followed by those with an established business name or registered company name. Users of existing .co.uk, .org.uk etc domain names would be included in the second phase under the proposed plans.

As a not for profit business, Nominet invests in delivering a safer, secure .uk internet infrastructure with surplus funds donated to a charitable foundation; Nominet Trust. These initiatives could benefit from any additional funds generated if the proposed new service goes ahead.

Nominet has acknowledged that the proposals represent a significant change for the .uk domain name space, and are offering a number of different opportunities for stakeholders to feedback their views and help shape the plans, including three events in London:

  • Wednesday 7 November, 10.30am ? 1pm, a roundtable discussion for small and large businesses, trade associations and trademark holders.
  • Thursday 8 November ? an ?Open House?. Nominet staff will be on hand to answer specific questions stakeholders have about the proposals Friday 9 November, 10.30 ? 1pm designed for civil society, consumer advocates, academics and public bodies.

AMD has long stuck to x86 architecture for its server processors, but its gearing up to add 64-bit ARM-based Opteron CPUs to its arsenal in 2014. Sunnyvale also plans to reap the fruits of its SeaMicro acquisition by employing the company's "fabric" tech to link its ARM-based processors in clusters for maximizing efficiency. Where might these new processors come in handy? AMD thinks they'll fit nicely into clouds and "mega data centers" thanks to their power efficiency, but it'll let its x86-based hardware do the heavier lifting such as video encoding and rendering. (AP) ? The storm that is threatening 60 million Americans in the eastern third of the nation in just a couple of days with high winds, drenching rains, extreme tides, flooding and probably snow is much more than just an ordinary weather system. It's a freakish and unprecedented monster.

How did it get that way?

Start with Sandy, an ordinary late summer hurricane from the tropics, moving north up the East Coast. Bring in a high pressure ridge of air centered around Greenland that blocks the hurricane's normal out-to-sea path and steers it west toward land.

Add a wintry cold front moving in from the west that helps pull Sandy inland and mix in a blast of Arctic air from the north for one big collision. Add a full moon and its usual effect, driving high tides. Factor in immense waves commonly thrashed up by a huge hurricane plus massive gale-force winds.

Do all that and you get a stitched-together weather monster expected to unleash its power over 800 miles, with predictions in some areas of 12 inches of rain, 2 feet of snow and sustained 40- to 50 mph winds.

"The total is greater than the sum of the individual parts" said Louis Uccellini, the environmental prediction chief of the National Oceanic and Atmospheric Administration meteorologists. "That is exactly what's going on here."

This storm is so dangerous and so unusual because it is coming at the tail end of hurricane season and beginning of winter storm season, "so it's kind of taking something from both ? part hurricane, part nor'easter, all trouble," Jeff Masters, director of the private service Weather Underground, said Saturday.

With Sandy expected to lose tropical characteristics, NOAA is putting up high wind watches and warnings that aren't hurricane or tropical for coastal areas north of North Carolina, causing some television meteorologists to complain that it is all too confusing. This is going to be well inland."

Uccellini, who estimated that 60 million people will feel the storm's wrath somehow, said: "This storm as it grows and moves back to the coast on Monday and Tuesday, the circulation of this storm will extend all the way from the Midwest, the Ohio Valley, toward the Carolinas up into New England and southern Canada. It's really going to be an expansive storm system."

It's a topsy-turvy storm, too. The far northern areas of the East, around Maine, should get much warmer weather as the storm hits, practically shirt-sleeve weather for early November, Masters and Uccellini said. Cisco and others have called this storm unprecedented. Uccellini, who has written histories about winter storms, said the closest analogs are the 1991 Perfect Storm that struck northern New England and a November 1950 storm. But this is likely to be stronger and bigger than the Perfect Storm; it will strike farther south, and affect far more people.

In fact, the location among those with the highest odds for gale-force winds in the country's most populous place: New York City. New York has nearly a 2-in-3 chance of gale force winds by Tuesday afternoon.

One of the major components in the ferocity of the storm is that it is swinging inland ? anywhere from Delaware to New York, but most likely southern New Jersey ? almost a due west turn, which is unusual, Uccellini said. So the worst of the storm surge could be north, not south, of landfall. And that gets right to New York City and its vulnerable subways, which are under increasing risk of flooding, he said.

"There is a potential for a huge mess in New York if this storm surge forecast is right," Masters said.

Add to that the hundreds of miles of waves and the overall intensity of this storm, Uccellini said in an interview, and "we are in the middle of a very serious situation."

Forecasters are far more worried about inland flooding from storm surge than they are about winds.

There are several measures for hurricanes. And one NOAA research tool that measures the intensity of hurricane overall kinetic energy forecasts a 5.2 for Sandy's waves and storm surge damage potential. That's on a scale of 0 to 6, putting it up with historic storms, such as Katrina. It rates a much smaller number for wind.

Because of the mix with the winter storm, the wind won't be as intense as it is near the center of a hurricane. But it will reach for hundreds of miles, spreading the energy further, albeit weaker, meteorologists said.

Uccellini and Masters said they expect the central pressure of the storm to drop to a near record low for the Mid-Atlantic or Northeast for any time of year. Yeast model offers clues to possible drug targets for Lou Gehrig's disease, study shows

ScienceDaily (Oct. 28, 2012) ? Amyotrophic lateral sclerosis, also called Lou Gehrig's disease, is a devastatingly cruel neurodegenerative disorder that robs sufferers of the ability to move, speak and, finally, breathe. Now researchers at the Stanford University School of Medicine and San Francisco's Gladstone Institutes have used baker's yeast -- a tiny, one-celled organism -- to identify a chink in the armor of the currently incurable disease that may eventually lead to new therapies for human patients.

"Even though yeast and humans are separated by a billion years of evolution, we were able to use the power of yeast genetics to identify an unexpected potential drug target for ALS," said Aaron Gitler, PhD, an associate professor of genetics at Stanford. "Many neurodegenerative disorders such as ALS, Parkinson's and Alzheimer's exhibit protein clumping or misfolding within the neurons that is thought to either cause or contribute to the conditions. We are trying to figure out why these proteins aggregate in neurons in the brain and spinal cord, and what happens when they do."

In 2008, Gitler received a New Innovator award from the National Institutes of Health to use yeast as a model for understanding human neurodegenerative diseases and as a way to identify new targets for drug development.

Gitler is the co-senior author of the research, published online Oct. 28 in Nature Genetics. Robert Farese, Jr., MD, a senior investigator at the Gladstone Institutes, is the other co-senior author. Stanford graduate student Maria Armakola shares co-first authorship with Matthew Higgins, PhD, a postdoctoral scholar at Gladstone.

Most cases of ALS have no clear-cut cause. However, it has recently been shown that an RNA-binding protein called TDP-43 accumulates in clumps in the cytoplasm of spinal cord neurons in many people with the condition, and mutations in this protein have been found in some people with the ALS. Researchers like Gitler and Farese have been able to mimic the disease in yeast by expressing TDP-43 at higher-than-normal levels, which causes the protein to form lethal clumps in the cells' cytoplasm.

"In humans, the progression of the disease can take years before symptoms arise," said Gitler. "But in yeast, we see protein clumping in the cytoplasm within two days and the cells rapidly begin to die." With their model system in place, Gitler and Farese set out to see whether it was possible to protect yeast cells from this effect by tinkering with the function of other proteins in the cell.

In this study, the researchers discovered that blocking the production of a protein called Dbr1 in a yeast model stops the TDP-43 clumping and allows the cells to live normally. The researchers confirmed the results in human nerve cells grown in the laboratory and in rat neurons overexpressing TDP-43.

"In this study we made no assumptions as to how TDP-43 injures cells," said Farese, "but instead screened the whole yeast genome to find genes that might prevent the toxicity. Independently, both our lab and the Gitler lab found that loss of Dbr1, an enzyme involved in RNA processing, could do this."

Dbr1 serves as part of the cellular clean-up crew that mops up the bits of unwanted RNA generated as part of the protein production line. In our DNA, most genes consist of coding regions, called exons, broken up into several segments by non-coding regions, called introns. Cells can make many different, related proteins from the same stretch of DNA by mixing and matching different exons in a process called splicing.

When the DNA is first copied, or transcribed, into RNA, the introns as well as the exons are included. But the cell quickly splices out the introns, which are released into the cytoplasm as little loops, or lariats. Dbr1, in turn, clips the loops to open them and make them accessible to the cell's disposal system.

Blocking the production of Dbr1 causes the RNA lariats to build up in the cytoplasm. The researchers showed -- by creating lariats with a binding site for a fluorescent tracking protein -- that the mutant TDP-43 binds to these excess lariats rather than clumping. The effect is like using a paper towel to mop up a spill on your computer keyboard: binding to the lariats appears to keep TDP-43 from causing havoc elsewhere.

"Normally, TDP-43 is found in the nucleus," said first author Armakola. "But in the diseased cells, it aggregates in the cytoplasm and forms clumps. We developed a novel way to track where these lariats go in living cells, and we saw that when Dbr1 is missing, the lariats act as a sink to sequester TDP-43."

The researchers note that it's still not entirely clear whether the cells die because the mutant TDP-43 is drawing essential RNA transcripts or regulatory molecules away from the nucleus and into the cytoplasm, or because it's not performing its normal RNA-binding function in the nucleus. Both could contribute to the progression of the disease.

The results in the yeast, rodent and human cells, however, suggest that therapeutic approaches aimed at blocking Dbr1 function, or even creating artificial lariat-like formations to draw away the mutant molecule, should be explored.

"Next, we'd like to explore blocking Dbr1 function in animals such as flies, worms and rodents," said Armakola. "We're also interested in identifying small molecule inhibitors of Dbr1."

CPP expects tough 2013 as probe rumbles on

LONDON (Reuters) - Credit card insurer CPP Group Plc said its performance in 2013 would be hit by a regulatory probe that is affecting new business and will result in customer compensation payouts.

The probe by the Financial Services Authority (FSA) into the way in which CPP sold protection against identity theft, launched in March last year, has already rocked the company and battered its shares price.

CPP, which reported a decline in underlying operating profit and a 6 percent drop in group revenue for the period since June 30, said on Friday it had made a 24.9 million pounds provision for customer redress and associated costs of the FSA probe.

Renewal rates had fallen by 0.6 percent since June 30, with live policies down by 500,000.

The group said that while it was still uncertain about the duration and outcome of the probe, it had agreed with the FSA a framework for the operation of its regulated UK entities.

Under the framework, restrictions on new retail sales of its regulated card protection and identity protection products will continue and will be extended to other business areas including mobile phone insurance.

Restrictions on asset dispositions will be extended to cover both Card Protection Plan Ltd (CPPL) and Homecare Insurance Ltd.

CPP said it had also agreed with the FSA that CPPL would not participate in future group borrowing arrangements or offer its assets as security related to the group's borrowings. It is expected that this will come into effect in 2013, the firm said.

The company said these measures would not affect the security for its revolving credit facility, which is due to expire in March 2013, but that the measures could impact its ability to raise debt finance.

It was assessing a range of financing options with its lenders.

MILAN (AP) ? An Italian court is set to deliver verdicts Friday against former Prime Minister Silvio Berlusconi and 10 others in a six-year-old tax fraud trial.

Prosecutors have demanded a sentence of 3 years and eight months for Berlusconi and three years and four months for the chairman of his Mediaset conglomerate, Fedele Confalonieri.

The verdict comes two days after Berlusconi, 76, announced he will not run for premier in upcoming elections. The three-time premier stepped down last November after Italy came under mounting market pressure to deal with its high debt load and Berlusconi failed to come up with persuasive financial reforms.

Prosecutors allege the defendants were behind a scheme to purchase the rights to broadcast U.S. movies on Berlusconi's private television networks through a series of offshore companies and had falsely declared the payments to avoid taxes.

Prosecutors further allege the inflated the price for the TV rights of some 3,000 films as they relicensed them internally to Berlusconi's networks, pocketing the difference amounting to around ?250 million.

Other charges of false accounting and false statements in financial reports were thrown out because the statute of limitations expired.

Prosecutors also demanded six years for Paolo Del Bue, a founder of the private Swiss bank Arner, who is accused of money laundering, and three years and eight months for Hollywood producer Frank Agrama.

The trial began in July 2006, but was put on hold by a now-defunct immunity law that shielded the Berlusconi from prosecution while he was premier until it was watered down by the constitutional court. The trial also faced delays as Berlusconi cited conflicts with his schedule as premier.

Berlusconi has been tried numerous times for his business dealings. He has always denied wrongdoing and alleged that the cases were politically motivated. In each case to date, he has been cleared or seen the statute of limitations expire.

The statute of limitations in this case is set to expire sometime next year. In Italy, cases must pass two levels of appeal before the verdicts are final.
