Saints' Vilma, Smith attend Williams hearing

WASHINGTON (AP) ? Saints defensive end Will Smith says he's glad he got a chance to hear former defensive coordinator Gregg Williams testify at an appeals hearing in the bounties case.

Smith and New Orleans linebacker Jonathan Vilma attended Friday's session, where Williams was cross-examined by the players' lawyers for about four hours.

Smith described the hearing as "peaceful" and "not awkward."

Smith and Vilma ? along with two former Saints, free-agent defensive lineman Anthony Hargrove and Cleveland Browns linebacker Scott Fujita ? were suspended by the NFL for the Saints' cash-for-hits program that the league says Williams ran from 2009 to 2011.

Smith, suspended four games, and Vilma, suspended for the entire current season, have been playing while their appeals are pending. Smith later had his suspension reduced to three games.

Smith and Vilma declined to discuss any details of Friday's hearing. Former NFL Commissioner Paul Tagliabue has insisted on keeping the contents of the appeals process private. The hearings this week have been behind closed doors.

"Paul wants to keep it under wraps, keep everything low-key ... so not really much I can say right now," Vilma said

Neither player was required to attend Friday, but as he left, Vilma said: "Of course it felt good being able to go in there."

Vilma said it was the first time he had seen Williams since the end of last season in January.

"We got to hear what Gregg had to say," Smith said. "We wanted to make sure we were there just to hear him out."

Right from the start, the NFL said Williams was in charge of a pay-for-pain bounty system with the New Orleans Saints.

The former defensive coordinator ? who told the league about others' involvement ? was being cross-examined Friday by lawyers for players appealing their suspensions in the case.

"We know what we did and know what we didn't do," Smith said.

The hearing is part of the latest round of player appeals overseen by Tagliabue. Former Saints assistant coach Mike Cerullo faced questions Thursday, when lawyers for the league and for players spent more than nine hours in a Washington office building.

Tagliabue and various lawyers declined to comment Thursday or Friday.

Vilma and Smith traveled to Washington after playing in New Orleans' 23-13 loss at Atlanta on Thursday night.

The NFL has described Vilma and Smith as ringleaders of a performance pool designed to knock targeted opponents out of games. The league has sworn statements from Williams and Cerullo saying Vilma offered $10,000 to anyone who knocked quarterback Brett Favre out of the NFC championship game at the end of the 2009 season.

NFL Commissioner Roger Goodell issued the initial suspensions, which also included a full-season ban for Saints head coach Sean Payton.

Lawsuits brought by Vilma and the NFL Players Association to challenge Goodell's handling of the case, including his decision in October to appoint Tagliabue as the arbitrator for the appeals, are pending in federal court in New Orleans.

On Thursday, U.S. District Judge Ginger Berrigan gave the parties until Monday to answer questions about whether the NFL's collective bargaining agreement prevents a commissioner from handing out discipline for legal contact, and whether the CBA's passages about detrimental conduct are "ambiguous, hence unenforceable."

In March, the NFL announced that its investigation showed the Saints put together a bounty pool of up to $50,000 to reward game-ending injuries inflicted on opponents. "Knockouts" were worth $1,500 and "cart-offs" $1,000 ? with payments doubled or tripled for the playoffs, the league said.

According to the league, the pay-for-pain program was administered by Williams, with Payton's knowledge. At the time, Williams apologized for his role, saying: "It was a terrible mistake, and we knew it was wrong while we were doing it."

Later that month, Payton became the first head coach suspended by the league for any reason ? banned for all of this season without pay ? and Williams was suspended indefinitely.

Williams was known for his aggressive, physical defenses as a coordinator for Tennessee, Washington, Jacksonville and New Orleans, and during his time as head coach of Buffalo. In January, he was hired by St. Louis to lead their defense.

A French court overturned the conviction of Continental Airlines and its mechanic in the crash of a Concorde that helped lead to the demise of the whole supersonic jet's program. Here are key moments in its history:

1950s: The idea of a supersonic passenger plane gains momentum after legendary U.S. aviator Chuck Yeager's 1947 blast through the sound barrier.

1969: The plane, manufactured jointly by France and Britain, lifts off from Toulouse, France, for its first test flight.

1976: The Concorde begins commercial service at Air France and British Airways. It mainly flies from London and Paris to New York and Washington, DC. It is hailed as a technological marvel, but its economics are shaky and it never makes back the billions of tax dollars invested in it. Protests emerge about its noise and lack of fuel efficiency during an oil crisis.

1984: Britain and France stop underwriting the Concorde's costs, and the two airlines take responsibility.

2000: An Air France Concorde crashes after takeoff from Paris on July 25, 2000, killing 113 people and forcing both airlines to ground their supersonic jets for over a year.

2001: Overhauled Concordes return to service two months after the Sept. 11, 2001 terrorist attacks, in the middle of one of aviation's worst slumps.

2003: Air France and British Airways both retire their Concordes, citing financial losses on the planes' routes.

2010: A French court convicts Continental Airlines and one of its mechanics, John Taylor, of manslaughter in the 2000 Concorde crash. The court says Continental was to blame because one of its planes dropped metal debris onto the runway before the Concorde took off, rupturing one of its tires and sending rubber into the fuel tanks, sparking a fire.

2012: A French appeals court overturns the convictions, ruling that the mechanic's mistakes did not rise to the level of legal responsibility for the deaths.

Groupon's stock rose 12% this afternoon after CEO Andrew Mason spoke at our Ignition conference.

In the interview, Mason responded to reports that the Groupon board might fire him.

Mason said he would fire himself if he didn't think he was the right guy for the job. He also said that he cares a lot more about the success of the business than he does about any particular role at the company. And he laid out Groupon's long-term vision and opportunity.

There are three possible interpretations of the stock's reaction to Mason's remarks:

  1. Investors were encouraged by Mason's composure, vision, and forthrightness, and reassured about the prospects for Groupon's stock.
  2. Investors took Mason's remarks to mean that he might be replaced by someone who is a better fit for the job.
  3. Random market fluctuation.

Toys For Kids And Teens Collection Under Way In Blackstone Valley ...

NORTHBRIDGE, Mass. ? A young mother stood on the steps to 111 South Main St. in Uxbridge one day last week. ?Is this where they give away toys??? she asked.

She is among what will surely be a large number of parents and grandparents depending on the Blackstone Valley Detachment 911 Marine Corps League for Christmas help this year.

Last year, the league gave out about 6,000 toys to more than 1,200 families, said this year?s chairman, William Marcelli.

Members and volunteers have been knocking on doors for a couple weeks with a letter in hand. It introduces recipients to the league?s annual ?Toys for Kids & Teens? campaign through which they hope to collect thousands of toys and gift cards for needy children in the Blackstone Valley.

?We would be deeply grateful if you would allow us to place a toy collection box in your place of business. Any toys donated should be new and unwrapped,?? the letter states.

Collection boxes are already in place at several locations, including Walmart, Northbridge Town Hall in Whitinsville, Gaudette Insurance in Whitinsville and Grafton, Hannafords? Market in Uxbridge and some? places in Worcester.

Marcelli and Bill Audette, who will chair the toy drive next year, said someone will be at the collection and drop-off center every day from around 9 a.m. to 5 p.m. until Christmas.

Last week, they went through pages and pages of records that show the name and address of each recipient and the number and ages of children in the family. In addition to families, the list includes churches in need of help for parishioners.

?People don?t understand how much goes out. It just keeps going,?? Audette said.

?We don?t like to turn anyone away,?? Audette said, and they serve a large area. Recipients aren?t required to show proof of need. There is trust that only those who need the help will request it.

?Just because they drive up in a new car doesn?t mean they?re living high,?? he said. However, they must be Massachusetts residents.

?This means a lot to us,?? Audette said, and it means even more to the people they help. ?We see them leaving in tears,?? grateful there will be toys under the tree for their children, Marcelli said.

In addition to toys, the league accepts hats and mittens and other items of clothing.

There is a particular need for cash, which is used to purchase gift cards, or gift cards themselves, which are perfect gifts for teens, Audette said.

Timeline - Phone-hacking scandal

(Reuters) - These are the major events in the phone-hacking scandal over the last 18 months as the inquiry by Lord Justice Brian Leveson on British media ethics is published on Thursday:

July 4, 2011 - A lawyer for the family of murdered schoolgirl Milly Dowler says police have told him her voicemail messages were hacked in 2002, possibly by a News of the World investigator. The disclosure comes days after the government backs plans by News Corp to buy out British pay-TV group BSkyB. Three days later News Corp announces it will close the News of the World. The July 10 edition is the last.

July 8 - Andy Coulson, a former News of the World editor, who also served as Prime Minister David Cameron's chief media adviser, is arrested on suspicion of conspiring to intercept communications.

July 13 - News Corp withdraws its bid for BSkyB. Tom Crone, legal manager at News International, resigns. Two days later Rebekah Brooks, a former News of the World editor, resigns as chief executive of News International.

July 19 - Rupert Murdoch, questioned by parliament's Culture, Media and Sports committee, says he was "shocked, appalled and ashamed" when he heard about the Dowler case. His son James Murdoch and Brooks are also questioned.

November 14 - A public inquiry, chaired by Lord Leveson, begins its investigations into media ethics.

March 13, 2012 - James Murdoch, in a letter, apologises to those affected by the hacking scandal but says he was let down by senior staff on whom he had relied. He severs all ties with News Corp's British newspaper business on March 24 and resigns as chairman of BSkyB on April 3.

May 10 - Coulson appears at the Leveson inquiry and says Cameron's Conservative Party had asked few questions about his past and not carried out full security checks. Brooks appears on May 11 and provides colourful details of her friendships with the cream of British politics.

May 15 - Brooks is charged with interfering with a police investigation into a phone hacking scandal.

November 20 - Coulson and Brooks are charged with conspiring to make illegal payments to officials for information for stories.

St. Joe's football shut out in W. Mass. D-III semis by Belchertown

HOLYOKE -- When opportunity knocks in a playoff game, it would behoove a team to take advantage.

St. Joseph's had an opportunity to make a statement when the Crusaders recovered a fumbled punt on the Belchertown 16-yard line late in the first quarter. By not scoring, the statement the Crusaders made was not a good one.

Belchertown answered with 14 points in the second quarter and 12 more in the third as the top-seeded Orioles roughed up St. Joe's 26-0 Tuesday night at Holyoke High School's Roberts Stadium.

"That kind of deflated us. We were sure we were going to go in and score," said Crusader quarterback Jon Bianchi.

The Intercounty League champions will play Mount Greylock in Saturday's Division III Super Bowl.

The game started badly for the Crusaders. After winning the toss and taking the ball, St. Joe's fullback Lavante Wiggins injured an ankle on the first play from scrimmage, carrying the ball for three yards.

"It was deflating enough losing Lavante on the first play," said the quarterback. "There's not much you can do."

The problem with losing Wiggins was two-fold. First, it takes a 1,000-yard rusher out of the lineup. Two, according to Crusaders coach Gary Bianchi, it forced the St. Joseph's staff to adjust its offense on the fly.

"He was going to carry the ball more than he's carried it all year," said the St. Joe's coach. "When he goes down, it changes the whole game plan. There's no threat in the middle of the

field. There's no threat coming at you."

Bianchi led the Crusaders with 64 yards rushing on 11 carries. St. Joe's also lost Tank Roberson, Colby St. John and backup fullback Dylan Kerr to injury.

The teams traded punts and then the Crusaders went three-and-out. Bianchi's punt of 40 yards was fumbled by Nick Leduc and recovered by Roberson at the Belchertown 16. The Crusaders stalled and lost a fumble on fourth down.

"It wasn't good," Gary Bianchi said. "Right after there, it went bad."

But it was all good for a Belchertown team.

"They were moving the ball better than we were in the first quarter," Belchertown coach John Mayo said. "It was huge. I think they had four downs inside the [20]. It was absolutely huge. We were already thinking they were probably going to put up a score."

A good special teams play for Belchertown led to the first touchdown. Bianchi's punt was blocked and recovered at the Crusader 32-yard line with 4:39 left in the second quarter. Six plays later, Leduc ran the ball in from four yards out. The Belchertown quarterback had the key play of the drive -- and maybe the game -- when he hit a fourth-and-6 pass to Jake Mastorakis for 23 yards and a huge fourth down. The two-point conversion made it 8-0.

The Orioles took command on the next series when linebacker Tony Pellerin picked off a Bianchi pass and ran it back for a 45-yard touchdown. The conversion failed, but it was 14-0.

At halftime, the Crusaders outgained the Orioles 93 to 30 yards, but had nothing to show for it.

Belchertown took the third-quarter kickoff and went 48 yards on five plays for a touchdown. Belchertown ran off 17 plays to five for St. Joe's, scoring twice and putting this game out of reach. James Ryan led Belchertown with 93 yards on 20 carries.

"We were not 26 points better than St. Joe's. We were not," said Mayo. "We got some fortunate breaks. We jumped on them."

Where did 180 Russian websites go?

Scores of websites have been blocked under Russia's restrictive new Internet law that's been in effect for the past two weeks. Is this the beginning of a wider crackdown on free speech?

The blacklist compiled by the Federal Surveillance Service for Mass Media and Communications (Roskomnadzor) is secret, but authorities insist its purpose is to eliminate extreme forms of "offensive" content, such as child pornography, or advocacy of racism, terrorism, drug use and other anti-social behaviors.

The list is constantly changing and expanding (Russian bloggers have posted an alleged copy of it here) and citizens can suggest new entries by logging into an official Roskomnadzor website.

But in its first two weeks of application, the law has produced a few high-profile casualties that critics say point to the fundamental weaknesses of a system that allows authorities to summarily shut down content without any need for a court order or reference to any supervisory body.?

The definitions of "offensive content" are also murky, critics say, and could easily include political conversation that looks "extremist" to a policeman's eyes and other forms of commentary that might be simply misunderstood.

That criticism seems to have already been borne out. This week alone Roskomnadzor has closed down, among others,?a Wikipedia-like encyclopedia of satire, which contained an article about how to make hemp (often associated with marijuana) soup; an online library, which included a copy of "The Anarchist's Cookbook," a 1970's American-authored manual for radicals; and a popular torrent-tracking website, on which users had apparently exchanged a file called "The Encyclopedia of Suicide."

The agency allowed those websites to reopen after the "offensive content" was pruned. But experts say those examples were hugely popular websites whose closure attracted immediate public attention and a storm of complaints; restoring service may not prove so easy for smaller victims of the law.

"The first several days of operation of this law have confirmed our worst fears," says Oleg Kozyrev, a media analyst and popular blogger. ???

"Roskomnadzor can shut down a site within 24 hours, without appealing to a court. But in order to restore a resource, one has to complain and go to court. Even so, the rules for getting back online are not at all clear ... ?As a result, big resources like YouTube, or internet encyclopedias, or social networks are all under threat. They have millions of users, and some of them are inevitably going to post something deemed offensive. That could lead to the closure of the whole portal," which will be disruptive even if it's temporary, he says.

Connecticut upsets No. 19 Louisville 23-20 in 3OTS

LOUISVILLE, Ky. (AP) ? Blidi Wreh-Wilson knew the ball would eventually come his way. The Connecticut cornerback just wanted to make sure he was in the right position to make a play.

Wilson's first interception of the season came in the third overtime Saturday and helped the Huskies upset No. 19 Louisville 23-20.

On third and goal from Connecticut's 5, Louisville quarterback Teddy Bridgewater looked for DeVante Parker in the end zone. But his pass was slightly behind his receiver and Wreh-Wilson, one of the top cornerbacks in the country, read it perfectly to make the pickoff.

Four plays later Chad Christen kicked a 30-yard field goal to give the Huskies (5-6, 2-4 Big East Conference) their second straight win and maintain their bowl hopes.

"I just know in the red zone they like to go back-shoulder on the fade ball and I had the guy across from me," Wreh-Wilson said. "On the play before, they ran a similar route and I played it the same way.

"This time, the ball came to me. I flattened him out and didn't let him go upfield. I pushed him toward the sideline."

Connecticut's victory denied Louisville (9-2, 4-2) a chance to tie first-place Rutgers (9-2, 5-1). The No. 21 Scarlet Knights lost 27-6 to Pittsburgh. The Cardinals will play at Rutgers Thursday night and the winner will earn the Big East's BCS bid.

"It's tough when you lose one like that, the way we battled back to get the game into overtime," Cardinals coach Charlie Strong said.

The Huskies' defense made a 10-0 lead stand for more than three quarters before the Cardinals regrouped in the fourth behind Bridgewater. Although Louisville outgained Connecticut 401-241, the Huskies made the stand they needed at the right time.

"We were just looking for a few points in the second half and weren't able to come up with points in the third and fourth quarters," Connecticut coach Paul Pasqualoni said. "I thought our guys hung in there on pride and with character and how hard they fought in this game.

"We just have to play the overtime. As a coach you just figure out how you can get in position to try and win the game and give the kids a chance to score some points and stop them on defense. We were fortunate here today and we came out ahead in a tough game."

Others played big roles in the Huskies' win.

Johnny McEntee relieved an injured Chandler Whitmer in the fourth quarter and threw a 3-yard touchdown pass to Shakim Phillips in the second OT. Lyle McCombs rushed for 133 yards on 29 carries and Nick Williams scored on a 3-yard run to put the Huskies up 10-0.

Christen gave Connecticut its first lead with a 39-yard field goal in the first quarter.

It was nearly a storybook comeback for Bridgewater, who sustained a broken left wrist on a second-quarter sack by Sio Moore and sat out most of the third quarter. The sophomore returned to lead Louisville's fourth-quarter rally and force overtime with a 6-yard touchdown pass to Parker with 21 seconds remaining in regulation.

Bridgewater finished 30 of 53 passing for 331 yards and two touchdowns. But he was sacked four times along with the game-changing interception.

Louisville, which lost leading rusher Senorise Perry two weeks ago with a torn ACL, gained 27 yards rushing.

"The way we were blocking, no running back could have been a difference-maker," Strong said.

For Connecticut, that was nothing new. The Huskies entered the game with the nation's ninth-ranked defense and was No. 11 against the run at 108 yards allowed per game.

And they applied those strengths early and often against the Cardinals, who had the conference's top scoring offense.

Louisville was outgained 160-88 in the first half while being shut out for the first time since Pittsburgh did it here a year ago. Bridgewater's timing and mechanics looked particularly off with passes either underthrown or overthrown.

His receivers didn't help him by dropping passes, either. One flub by a wide-open Parker on the second drive brought an angry Strong on the field to yell at his players.

"We hurt ourselves a lot," senior center Mario Benavides said. "Typical game when things aren't going your way, you stop yourself."

And while Connecticut's offense wasn't great, the Huskies took advantage of their few opportunities.

After two three-and-out drives, Connecticut moved 51 yards in eight plays to set up Christen's 39-yard field goal. Two drives later it was 10-0 as the Huskies drove 66 yards in 10 plays ending in Williams' 3-yard touchdown run.

The lead stood until Bridgewater's return inspired the Cardinals and the crowd of 45,618 late in the third quarter. After John Wallace's 19-yard field goal early in the fourth, Bridgewater directed a 92-yard, 13-play drive kept alive by a 28-yard pass to Eli Rogers and a 9-yarder to Wright for first down at the Huskies' 26.

A 14-yard pass to Wright and a face mask foul penalty on Connecticut set up first-and-goal at the 6, and Bridgewater found a wide-open Parker in the end zone.

Suicide bomber kills at least 5 at military church in Nigeria

KADUNA, Nigeria (Reuters) - A suicide bomber drove a car full of explosives into a church inside the Jaji military barracks in Nigeria's northern Kaduna state on Sunday, killing at least five people and wounding dozens more, military sources said.

There was no claim of responsibility but Islamist sect Boko Haram, whose main targets are the security forces, has bombed several churches in the past in its fight to create an Islamic state in Nigeria where the 160 million population is evenly split between Christians and Muslims.

"I saw five bodies and scores injured," a military officer who witnessed the bombing told Reuters, asking not to be named. A military spokesman and the national emergency agency confirmed there was a bomb at the church but gave no more details.

Two army officers said a car drove into the church before exploding with the driver inside at around 1145 GMT. One of the officers said the military barracks had been cordoned off and emergency workers were treating the wounded.

A suicide bomber killed eight people and wounded more than 100 last month at a church in another part of Kaduna state, which has a mixed Muslim and Christian population and often suffers from sectarian tensions.

Boko Haram's purported spokesman Abu Qaqa, who used to confirm the sect's attacks in phone calls to journalists, was killed by the military in September, the army said. Since then there has been little public communication by the group.

Nigeria's army on Saturday offered 290 million naira for information leading to the capture of 19 leading members of Boko Haram, including 50 million naira for the sect's self-proclaimed leader Abubakar Shekau.

Boko Haram's insurgency has killed at least 2,800 people since an uprising in 2009, according to Human Rights Watch, and the group has become the largest security threat inside Africa's biggest oil exporter.

It?s already been a busy week in the NFL and we?re only three games into the schedule.

There are 13 more slated for Sunday and the 26 teams taking part have handed in their injury reports for the week. Thankfully, there are no cases of trauma induced by wishbones or Black Friday shopping on any of them.

We?ve got a roundup of what injuries are worth watching for all the games right here.

Vikings at Bears

It doesn?t look good for Vikings wide receiver Percy Harvin. He didn?t do anything but stretch at Friday?s practice and he?s been listed as doubtful to make his return from an ankle injury. Bears quarterback Jay Cutler is waiting for clearance from an independent neurologist on Saturday. If he gets it he?ll almost certainly move from questionable to probable. Wide receiver Alshon Jeffery is out after having his knee scoped.

Raiders at Bengals

It?s another week without running back Darren McFadden, defensive tackle Richard Seymour and running back Mike Goodson for the Raiders. Running back Taiwan Jones is also questionable in the injury ravaged Oakland backfield. Wide receiver Andrew Hawkins and tight end Richard Quinn are doubtful for the otherwise healthy Bengals.

Steelers at Browns

Steelers quarterbacks Ben Roethlisberger and Byron Leftwich are out, leaving the job to Charlie Batch. Tackle Marcus Gilbert and wide receiver Jerricho Cotchery have also been ruled out by Pittsburgh. Safety Troy Polamalu is doubtful after a long-awaited, limited return to practice on Friday and wide receiver Antonio Brown is questionable. Cornerback Joe Haden plans to play for the Browns, who ruled out cornerback Dimitri Patterson and safety Raymond Ventrone.

Bills at Colts

There are 16 probable Bills, including running backs Fred Jackson and C.J. Spiller. Spiller?s getting the start on Sunday, though. The Colts could get tight end Coby Fleener back after the rookie was listed as questionable, but cornerback Vontae Davis is likely to miss his fourth straight game after drawing a doubtful tag.

Titans at Jaguars

The Titans have a group of questionable players, although none of them play major roles for the team. Running backs Maurice Jones-Drew and Greg Jones will miss another Jaguars game. Safety Dwight Lowery and cornerback Rashean Mathis could return after landing questionable designations.

Broncos at Chiefs

With cornerback Tracy Porter cleared to return, the Broncos are light on injury issues to watch. The Chiefs may be soliciting volunteers on the offensive line with tackle Branden Albert doubtful and guards Jon Asamoah and Ryan Lilja questionable for Sunday. Wide receiver Dwayne Bowe is probable, however.

Seahawks at Dolphins

Seven Seahawks are probable, including running back Marshawn Lynch, and all are expected to be healthy enough to play. The Dolphins are in pretty much the same shape, outside of tagging linebacker Austin Spitler as questionable.

Falcons at Buccaneers

Wide receiver Julio Jones, cornerback Asante Samuel and linebacker Sean Weatherspoon are listed as questionable for the Falcons, although all three players were able to practice this week. Safety Charles Mitchell is out. The Buccaneers don?t have much to report on their injury report. Safety Cody Grimm is out and cornerback Eric Wright is questionable with an Achilles injury.

Ravens at Chargers

Ravens cornerback Jimmy Smith will miss another game after sports hernia surgery. Cornerback Chris Johnson is doubtful, defensive end Pernell McPhee is questionable and 13 Ravens are probable on an injury report made more comprehensive following their fine for not reporting safety Ed Reed?s shoulder injury. The Chargers hope to get defensive tackle Aubrayo Franklin back this week as he?s listed as questionable after missing last week?s loss to the Broncos. Linebacker Larry English and wide receiver Eddie Royal are out, while guard Tyronne Green and tight end Dante Rosario are doubtful.

Rams at Cardinals

Linebacker Mario Haggan is out for Arizona and wide receiver Danny Amendola is doubtful after missing practice all week with an injured foot. Cardinals quarterback Kevin Kolb is questionable, but rookie Ryan Lindley gets the start for Arizona. Defensive end Calais Campbell and running back LaRod Stephens-Howling are both questionable while running back Beanie Wells is probable to make his return from a stint on injured reserve.

49ers at Saints

The 49ers aren?t saying who will start for them at quarterback, which makes Alex Smith doubly questionable. Algeria scandals mask high level power struggle

(AP) ? Nearly a week from regional elections, Algerians are less interested in the public vote than an intensifying behind-the-scenes power struggle ? one that is playing out through a flurry of corruption probes.

Though ostensibly a democracy, Algeria is really ruled by a powerful president and a shadowy collection of military generals and intelligence chiefs, making figuring out who has real power a constant preoccupation.

Thursday's local elections, like last May's legislative ones, mean little to people who know that real power lies with officials that have been appointed, not elected.

Aging President Abdelaziz Bouteflika has said he will retire in April 2014 after three terms and 15 years in power, setting the stage for a wide open presidential contest for the first time in the country's history.

Voters expect to have little direct say in the outcome.

Like the rest of North Africa, Algeria was shaken by protests calling for reform in the wake of Tunisia's dramatic overthrow of its long-ruling dictator in January 2011.

But in this North African country of 35 million, the protests never truly caught fire and were crushed by a combination of ruthless security forces and public sector salary increases, as well as lingering fears of instability after a decade-long civil war in the 1990s that claimed more than 200,000 lives.

The stakes are high for the presidential elections for not only this oil-rich nation, but for the region as a whole: Algeria has the strongest military in North Africa and neighbors unstable Libya and even more fragile Mali, where al-Qaida appears to control much of the north.

When a new daily newspaper began printing stories last week about three prominent politicians with close ties to Bouteflika taking bribes, it was widely taken as an opening salvo ahead of the presidential polls.

"These revelations are directly related to current politics and the upcoming 2014 presidential elections," said Rachid Tlemcani, a politics professor at Algiers University. "Corruption has reached grotesque proportions in Algeria, but rather than being fought with the law, it is unfortunately used as a weapon by the different clans in the system fighting among themselves since the war for succession to Bouteflika has opened."

That fight involves control over billions of dollars.

Algeria is awash in oil and natural gas money and has foreign reserves of almost $200 billion. It has embarked on a string high profile infrastructure projects ? and accusations are rife that foreign companies have been paying massive bribes to secure contracts. That has all contributed to Algeria's ranking of 112 out of 183 countries on Transparency International's 2011 corruption index.

The head of the ruling party, Abdelaziz Belkhadem, the minister of public works, Amar Ghoul, and well as the minister of industry, Cherif Rahmani, have all been accused by Algerie News of taking bribes to influence bids for the $12 billion East-West highway project (won by a Chinese-Japanese consortium), the Algiers metro and an extension of the tramway.

Belkhaddem and Ghoul are both close to the 75-year-old Bouteflika and are seen as possible candidates for the 2014 elections.

While Ghoul, for his part, has denied the allegations, the other two have remained silent ? as has the Ministry of Justice.

Noureddine Benissad, the president of the Algerian League to Defend Human Rights, expressed outrage over the ministry's lack of action. "The Ministry of Justice should order a judicial investigation," he said, lamenting the lack of independence of the ministry from the executive.

After his appointment in September, Bouteflika's new prime minister, Abdelmalek Sellal, like many Algerian leaders before him, promised to lead the fight against corruption. Yet just last week the daily El Watan also published a four page expose over the misuse of public funds, including fancy cars for ministers and the construction of new seaside villas for them from public money.

Algerie News has said it has confidential files in its possession and more corruption revelations are expected ? suggesting it is being fed by the feared "Research and Security Department" or DRS, as the intelligence service is known.

The military and security services are meanwhile reportedly backing Ahmed Ouyahia for the presidency, a former prime minister and head of the other main party in the ruling coalition.

Ouyahia coexisted uneasily with Bouteflika for years, but after May's elections and the overwhelming victory of the president's National Liberation Front, he was not asked back as prime minister.

Members of his own party, the National Democratic Rally, have even criticized Ouyahia for using the party to further his presidential ambitions.

According to political expert Mohammed Said, the fact that the revelations involve two politicians close to the president could also be the military's way of warning Bouteflika against harboring any ideas of staying in power.

"It is a likely a warning shot to discourage him from running for a fourth term," he said.

The president, who is rumored to be ailing, had already said that he would not run again and just a week before the May parliamentary elections, he made a landmark speech in which he said that the mission of his generation, the generation that fought the war of independence from France in 1962 and had ruled the country ever since, was over.

He also announced a series of reforms and promised to rewrite the constitution during the start of 2013.

On Tuesday, however, Interior Minister Dahou Ould Kablia said that the constitution reform process had been postponed ? indefinitely.

Columnist Ihsane el-Kadi has suggested that the reform and talk of other candidates is all a smoke screen for Bouteflika's own continuing presidential ambitions.

"For several months, he's been pushing the idea that if there is no agreement on his successor, it should be him," he said in the online news site Maghreb Emergent. "I sincerely doubt he ever thought it wouldn't be him."
